Leadership Choice Empty Leadership Choice

Is it possible for a leader to give their leadership to someone of their choice? If not, I think thats pretty dumb if theres not an option like that.

Like if the leader plays but isn't as active so they want to give someone else the leadership, are they able to choose? Because another post said it goes to the highest level player?
